Bush: Congress Should Allow Offshore Drilling

In his radio address, President Bush says experts think the Outer Continental Shelf could produce nearly 10 years' worth of oil. Yet experts note lifting the congressional ban on offshore drilling would not produce oil for five to seven years. (Sept. 9)
